About us The Charlottesville Public Housing Association of Residents (mostly known as PHAR) mission is to educate and empower low-income residents to protect and improve our own communities through collective action. PHAR is dedicated to advocating for and with public housing residents. We are entirely governed by public housing residents and one Section 8 resident. As the duly recognized federal mandated representative of all residents in public housing, we work closely with (but are separate from) the Charlottesville Redevelopment and Housing Authority (CRHA).
